日本の市役所が海外の都市開発にどのように関わっているのか、皆さんピンとこないのではないでしょうか？そこで、コラム第４回目は、横浜市国際局の冨岡が本市の国際技術協力の取組を紹介いたします。
横浜市は、2011年から「横浜の資源・技術を活用した公民連携による国際技術協力（Y-PORT事業）」に取組んでいます。Y-PORT事業<https://yport.city.yokohama.lg.jp/>とは、新興国諸都市が抱える課題やニーズに対して、本市の持つ行政としてのノウハウと市内企業の優れた技術・サービスをパッケージ化し、国や開発援助機関の公的資金を活用して事業可能性調査や実証事業等を通じて「横浜発の都市ソリューション」を提供するものです。
これまでの実績として、海外都市の上流計画、いわゆるマスタープランやアクションプランの策定に参画し、現地のニーズと市内企業のマッチングを行いながら、都市ソリューションの共創、そして市内企業による海外ビジネス形成（事業化）まで一貫した支援を提供し、フィリピン、ベトナム、タイを中心に30件の事業化に至っています（令和５年度末時点）。また、毎秋に開催している国際会議「アジア・スマートシティ会議」<https://yport.city.yokohama.lg.jp/promotion/ascc>では、Y-PORT事業の実績を情報発信しています。2024年度は、10月23日及び24日にパシフィコ横浜で開催します。皆様のご参加をお待ちしています。

現在、インドネシアにおいて公民連携による技術協力の舞台を拡大しています。インドネシア国では、ジャカルタからヌサンタラへの首都移転が進んでいますが、令和４年12月にインドネシア国国家開発企画庁（BAPPENNAS）長官が本市に来訪したことを契機に、BAPPENNASから新首都広域都市圏を構成するバリクパパン市の開発に関する技術協力の要請を受けました。バリクパパン市では首都移転に伴い衛星都市として今後の急成長が目されており、環境に配慮した持続可能な都市計画の策定を進めています。

BAPPNENASとの協議を重ねた結果、BAPPNENASの都市プランナー人材育成教育センター（CPDET）が実施する研修事業を、本市国際局が受け入れることとなりました。本研修事業はバリクパパン市の都市計画や今後の政策に日本の知見を取り入れることを目的としており、インドネシア政府及びバリクパパン市の都市計画等の担当者が横浜市国際局に約２か月駐在し、都市計画・開発分野における本市の好事例を収集します。
具体的には、日本の都市計画制度に始まり、横浜６大事業（※）や都市デザイン等の数十年にわたる都市づくり、みなとみらい21地区の土地区画整理事業の経緯から景観に関する規制誘導の取組、エリアマネジメント、そして、グリーンビルディングなど環境配慮への取組について、本市職員・外部有識者による講義や現場見学を行います。さらに、横浜市内企業との交流の場を設け、市内企業の優れた技術・サービスも併せて紹介します。これにより、新首都広域都市圏における本邦企業の案件形成に繋がることも期待しています。
なお、本研修事業は、みなとみらい21地区のY-PORTセンター公民連携オフィスGALERIO<https://yport.city.yokohama.lg.jp/promotion/galerio>で行われます。GALERIOは、年間を通じて海外からの多くの視察研修の受入れや本邦企業とワークショップ、海外ビジネスの案件形成活動を行っています。
横浜市Y-PORT事業では、都市ソリューションの創造において都市づくりに携わる皆様と取組んでいきます。アジア・スマートシティ会議やGALERIOまでお気軽にご来場頂ければ幸いです。

You may not have a clear idea of how Japanese city halls are involved in urban development overseas. In the third installment of this column, Mr. Tomioka of the International Affairs Bureau of the City of Yokohama will introduce our city's efforts in this regard.
Yokohama City has been implementing the "Yokohama Partnership of Resources and Technologies (Y-PORT Project)" <https://yport.city.yokohama.lg.jp/en> since 2011, as an international technical cooperation project through public-private partnerships that utilizes Yokohama's experiences and practices of its urban development.
The Y-PORT Project involves packaging Yokohama's administrative know-how with the cutting-edge technologies and services of Yokohama based companies in response to the challenges and needs of cities in emerging countries and offers them as "Yokohama Urban Solutions" through feasibility studies and demonstration projects, utilizing public funds from National Governments and International Development Agencies.
To date, we have provided technical cooperation to overseas cities by participating in the formulation of upstream urban development plans, matching local needs with Yokohama based companies, and providing consistent support from co-creating urban solutions with Yokohama companies in forming overseas businesses (commercialization). As of the end of fiscal 2023, we have commercialized 30 projects, mainly in the Philippines, Viet Nam, and Thailand.
Yokohama city hosts the Asia Smart City Conference (ASCC) <https://yport.city.yokohama.lg.jp/promotion/ascc>, an international conference every autumn as highlight event of Y-PORT Project. In 2024, this conference will be held at Pacifico Yokohama on October 23rd and 24th. We are looking forward to your joining.

The Y-PORT project is now expanding this scope of cooperation to Indonesia as well. In Indonesia, the capital is relocating from Jakarta to Nusantara. In December 2022, the head of the Indonesian National Development Planning Agency (BAPPENNAS) visited Yokohama, and the City received a request for cooperation in the development of Balikpapan City, which is part of the new capital's metropolitan area. With the relocation of the capital, Balikpapan City is expected to see rapid growth as a satellite city of the new capital, and it is currently working on the formulation of an urban plan for environmentally friendly and sustainable city management.

As a result of continuous discussion with BAPPENAS, it was decided that the City would accept a human resources development training program conducted by the Center for Planner’s Development, Education and Training (CPDET) of BAPPENNAS. The purpose of this training program is to incorporate Japanese expertise into Balikpapan City's urban planning and future policies. Officials from the Indonesian government and Balikpapan City's urban planning department will be stationed at Yokohama's International Affairs Bureau for two months to gather information on Yokohama's best practices. Specifically, the program will cover Japan's urban planning system, decades of urban development in Yokohama, including the Yokohama Six Major Projects(※) and urban design initiatives, the cases of the development of the Minato Mirai 21 district (Center Business District), measures for landscape management, area management, and environmental initiatives such as green buildings. The program will feature lectures and site visits conducted by Yokohama city officials and external experts.
Furthermore, as part of this training program, several opportunities for interaction with Yokohama-based companies on the excellent technologies and services of Japanese companies will be provided with trainees. We hope that this will contribute to the formation of projects by Japanese companies in the New Capital Metropolitan Area. This training program will be taken place at the Y-PORT Center GALERIO<https://yport.city.yokohama.lg.jp/promotion/galerio>. The City has an urban knowledge hub called GALERIO in the Minato Mirai 21 district, where the City hosts technical site visits and workshops throughout year with international visitors. And we proceed continuous dialogues with Japanese companies to co-create overseas project ideas. Through the Y-PORT project, we aim to continue co-creating urban solutions with all those involved in urban development.
